A student identified by the language proficiency assessment committee (LPAC) who is in the process of acquiring English and has another language as the student's primary or home language. This term is interchangeable with English learner as used in federal regulations

A student whose primary language is other than English and who is in the process of acquiring the English language when referencing federal statute. The term emergent bilingual student (EB) is used when referencing state statute. Both terms are referencing the same group of students.
