The Emergent Bilingual Support Division supports the Texas Education Agency’s vision to improve outcomes for all students statewide and strives to lead the increase of achievement and equal educational opportunities for emergent bilingual students and their families. Together with leaders, educators, parents and families we can create an impact that reaches every part of the state.

The goal of the Texas English of Second Language Framework (TxESLF) is to provide a manageable instructional framework for LEAs grounded on linguistic acquisition pedagogy to increase the effective implementation of English as a Second Language programs and impact student achievement. The Texas ESL Framework consists of five levers with essential actions and key content-based language instructional practices to describe what high-quality English as a Second Language programs do to support district commitments for schools. The TxESLF aims to provide districts, campuses, teachers, and parents statewide with the tools they may need to increase:

• the effective implementation of English as a Second Language programs,
• the expansion of Content-Based English as a Second Language programs PK -12 implementing Content-Based Language Instruction (CBLI) practices, and
• the impact on student outcomes.
