The English as a Second Language (ESL) Framework of Texas aims to offer LEAs a practical instructional structure rooted in language acquisition pedagogy, enhancing the implementation and continuity of ESL programs to positively influence student achievement.

The Emergent Bilingual Support team supports the Texas Education Agency’s vision to improve outcomes for all students statewide and strives to lead the increase of achievement and equal educational opportunities for emergent bilingual students and their families. Together with leaders, educators, parents and families we can create an impact that reaches every part of the state.
The goal of the ESL Framework of Texas is to provide a manageable instructional framework for LEAs grounded on linguistic acquisition pedagogy to increase the effective implementation of English as a Second Language programs and impact student achievement. The Texas ESL Framework consists of five levers with essential actions and key content-based language instructional practices to describe what high-quality English as a Second Language programs do to support district commitments for schools. The ESL Framework of Texas aims to provide districts, campuses, teachers, and parents statewide with the tools they may need to increase:
- the effective implementation of English as a Second Language programs,
- the expansion of Content-Based English as a Second Language programs PK -12 implementing Content-Based Language Instruction (CBLI) practices, and
- the impact on student outcomes.
