ELPS Resource Tools
The English Language Proficiency Standards (ELPS) outline English language proficiency level descriptors and student expectations for emergent bilingual students. School districts are required to implement ELPS as an integral part of each subject in the required curriculum.
New ELPS were adopted and relocated to 19 TAC, Chapter 120 and will replace the ELPS located under Chapter 74.4 for the 2026-2027 school year.
